In order to further implement the requirements of documents such as the “Urgent Notice from the General Office of the CPC Yunnan Provincial Committee and the General Office of the People’s Government of Yunnan Province on Immediately Launching a Comprehensive Safety Production Inspection” (Yunban Fa Dian [2015] No. 35), the “Notice from the General Office of the CPC Xishuangbanna Prefectural Committee and the General Office of the People’s Government of Xishuangbanna Prefecture on Rapidly Conducting a Comprehensive Safety Production Inspection Throughout the Prefecture” (Xiban Fa Dian [2015] No. 30), and the “Urgent Notice from the General Office of the People’s Government of Jinghong City on Immediately Launching a Comprehensive Safety Production Inspection Across the Entire City” (Jingzheng Fa Dian [2015] No. 6), we will earnestly carry out safety production work for 2015, prevent all types of safety accidents, ensure overall safety and stability throughout the year, and create a favorable social environment for economic and social development.

 

 

Recently, the mobilization and deployment meeting for the comprehensive safety production inspection was held in the conference room of the Mengyang Town Government. The meeting briefed on the various safety hazards currently existing throughout the town and, in accordance with relevant requirements from the prefecture and city authorities, outlined the action plan for the inspection. Yan Xiangbi, Deputy Secretary of the Party Committee and Mayor of Mengyang Town, emphatically stated: “We must carry out a thorough and in-depth safety production inspection, identify all safety hazards, conduct effective hazard identification and elimination without leaving any blind spots, and bear in mind that safety responsibility is heavier than Mount Tai—therefore, we must enforce accountability and pursue strict liability, while diligently conducting self-inspections and self-corrections.” The meeting specifically emphasized that, with regard to hazardous chemicals and fireworks and firecrackers, intensified inspections are required at all major hazard sources, including monitoring and surveillance systems as well as routine safety patrols, and that three principles must be strictly adhered to: those responsible for an industry must ensure its safety; those responsible for business operations must ensure their safety; and those responsible for production and operation must ensure their safety.

 

 

This safety deployment campaign has been characterized by swift action, sustained duration, comprehensive coverage, zero tolerance for violations, rigorous law enforcement, and a strong emphasis on practical results. It has enabled the timely identification of problems and shortcomings in safety management, effective hazard identification and remediation, and the establishment of a long-term “1+3” mechanism for workplace safety. Comprehensive strengthening of work measures has been implemented to effectively enhance emergency response capabilities, and the “four strict requirements” have been rigorously enforced in archive management. In light of its specific circumstances, the Liquefied Gas Storage and Distribution Station of Xishuangbanna Petrochemical Group has thoroughly understood the spirit and requirements of the meeting, strictly fulfilled safety responsibilities, and promptly convened a mobilization and deployment meeting for a large-scale workplace safety inspection. The meeting mandated that all employees conscientiously and responsibly carry out the inspection, placing workplace safety at the forefront and earnestly upholding the guiding principle of “safety first, prevention-oriented.”
