“ “Liquefied gas is leaking!” With a startled cry, a piercing alarm immediately blared. In the blink of an eye, technicians from the gas concentration monitoring and chemical defense response units, along with firefighters, were dispatched one after another in an emergency… This was the scene of a gas-fire emergency response drill held at 4:00 p.m. on September 29 by the Xishuangbanna Prefecture Safety Supervision Bureau, the Quality Supervision Bureau, and Xishuangbanna Petrochemical Group Co., Ltd.

According to reports, a series of hazardous chemical explosions have occurred across the country since the beginning of this year, resulting in severe casualties and property damage. In order to learn from these incidents and enhance Xishuangbanna’s capacity for emergency response to such accidents, the Xishuangbanna Prefecture Safety Production Supervision Bureau, the Technical Quality Supervision Bureau, and other regulatory authorities have decided to collaborate with Xishuangbanna Petrochemical Group Co., Ltd.—the largest petrochemical and natural gas supply enterprise in the prefecture—organizing a joint, highly representative gas-fire emergency drill involving more than 50 participants, with the aim of improving these enterprises’ ability to respond effectively to safety-related emergencies.

According to the exercise scenario, a large storage tank—one of the seven LPG storage tanks at the liquefied petroleum gas storage and distribution station of Xishuangbanna Petrochemical Group Co., Ltd. in Mengyang Town—suddenly experienced a “leak” at the flange of its bottom valve, resulting in a significant release of gas. Upon discovering the incident, the station’s inspection personnel immediately sounded the alarm.

Upon hearing the alarm, the head of the gas storage station and all relevant staff immediately activated the emergency response plan and entered a state of heightened readiness. Detection personnel, equipped with chemical防护 masks and carrying portable instruments, swiftly rushed to the leak site. After determining that the concentration of the leaked gas had reached the hazardous threshold, they promptly reported to the station manager and requested immediate containment and remediation measures.

Immediately afterward, firefighters swiftly arrived on the scene and activated the fire sprinkler system, using a fine water mist to suppress the leaking gas. Security personnel promptly cordoned off the area with warning tape and evacuated bystanders to a safe zone. Meanwhile, three response technicians clad in yellow chemical protective suits rushed to the site to implement measures aimed at sealing the leak.

After 12 minutes of emergency response, the leak at the bottom flange of the tank was successfully sealed, and the release of gas from the tank ceased. Subsequent measurements confirmed that the concentration of leaked gas in the air had fallen well below the safety threshold, marking the successful conclusion of the drill. The entire operation took less than 18 minutes.

“As festive holidays approach, it is all the more important not to relax our vigilance over safety oversight; drills like this help prevent problems before they arise,” said Guo, Deputy Director of the Xishuangbanna Technical Quality Supervision Bureau, who was on site to oversee the exercise.
