　　 Xinhua News Agency, Beijing, April 28 (reporters Chen Erhou, Dong Jun) — As International Workers' Day approached, the 2015 celebration of International Workers' Day and the national commendation conference for model workers and advanced workers was grandly held on the 28th at the Great Hall of the People in Beijing. Xi Jinping, General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission, delivered an important speech at the meeting. On behalf of the Party Central Committee and the State Council, he extended holiday greetings to workers, peasants, intellectuals and other working people of all ethnic groups across the country, to officers and soldiers of the People's Liberation Army, personnel of the People's Armed Police and public security police, and to compatriots in Hong Kong, Macao, Taiwan and overseas Chinese; he paid high respect to the model workers and advanced workers who made outstanding contributions to reform, opening-up and socialist modernization. Xi Jinping also, on behalf of the Chinese working class and the broad masses of working people, extended sincere greetings to the working class and broad working people around the world.

In his speech, Xi Jinping emphasized that we live in a great era that inspires progress, and the cause we are undertaking is unprecedentedly great. Building a moderately prosperous society in all respects, and then building a prosperous, democratic, culturally advanced and harmonious socialist modern country, fundamentally depends on labor and the creativity of laborers. Regardless of how the conditions of the times change, we must always esteem labor, respect laborers, and always attach importance to the role of the working class and the broad masses of workers as the main force. This is the great significance of our commemoration of International Workers' Day today.

　　 Li Keqiang presided over the conference; Zhang Dejiang, Yu Zhengsheng, Wang Qishan and Zhang Gaoli attended; and Liu Yunshan read out the commendation decision.

　　 At 10 a.m. the conference began. Everyone stood and sang the national anthem. Liu Yunshan read the 'Decision of the CPC Central Committee and the State Council on Commending National Model Workers and Advanced Workers.' The decision pointed out that since 2010, and especially since the 18th National Congress of the CPC, a large number of advanced exemplary figures who love their posts, are dedicated, brave in innovation, of noble character and outstanding achievement have emerged in all walks of life. The CPC Central Committee and the State Council decided to confer the honorary title of National Model Worker on 2,064 people and the honorary title of National Advanced Worker on 904 people.

　　 Representatives of national model workers and advanced workers ascended the rostrum in turn, and Party and state leaders presented them with certificates of honor. Li Wanjun, a welder from the Bogie Manufacturing Center of Changchun Railway Vehicles Co., Ltd., read a proposal on behalf of the national model workers and advanced workers, calling on the broad masses of workers across the country to add bricks and tiles to the realization of the Chinese Dream through labor, to make contributions in advancing the great practice of the 'Four Comprehensives', and to strive to be workers who are wise, skilled, inventive and innovative.

Amid warm applause, Xi Jinping delivered a speech. He pointed out that we must always promote the spirit of model workers and the spirit of labor, gathering strong positive energy for China's economic and social development. Labor is the essential activity of humanity; the dignity of labor and the greatness of creation are an important interpretation of the laws of human civilization's progress. It is precisely because of labor and creation that we have historical brilliance; and it is precisely because of labor and creation that we have today's achievements. We must vigorously promote the spirit of model workers and the spirit of labor throughout society, guide the broad masses to establish the concepts of diligent labor, honest labor and creative labor, make 'labor is glorious, creation is great' a resonant theme of the era, and make the ideas that 'labor is most glorious, most noble, greatest and most beautiful' become widespread social trends. In our socialist country, all labor, whether physical or intellectual, deserves respect and encouragement; all creation, whether individual or collective, also deserves respect and encouragement.

　　 Xi Jinping emphasized that we must always uphold the people as the masters of the country and fully mobilize the enthusiasm, initiative and creativity of the working class and the broad masses of workers. The people are the creators of history and the fundamental force and basic reliance that drives China's economic and social development. We must develop socialist democracy, uphold the organic unity of the Party's leadership, the people being masters of the country, and the rule of law, uphold the working class's status as the leading class in the state, advance grassroots democratic construction, and more effectively implement workers' rights to information, participation, expression and supervision. Our working class and the broad masses of workers should strengthen their sense of historical mission and responsibility, focus on their duties while keeping the overall situation in mind, and consciously integrate personal ideals and family happiness into the great cause of national prosperity and national rejuvenation.

　　 Xi Jinping pointed out that we must always realize, safeguard and develop the fundamental interests of the broadest number of people, so that the results of reform and development benefit the people more and more equitably. Wholeheartedly seeking the interests of the working class and the broad masses of workers is the fundamental requirement of our socialist system, the sacred duty of the Party and the state, and the most important and basic work to give full play to the role of the working class and the broad masses of workers as the main force. We must adapt to the new situation of reform, opening-up and the development of the socialist market economy, and take effective measures in political, economic, social, cultural, legal and administrative areas to promote social fairness and justice, and to realize, safeguard and develop the fundamental interests of the broadest number of people, especially to realize, safeguard and develop the fundamental interests of the broad masses of ordinary workers. We should work with the people face to face, heart to heart, and practically, and solidly solve the most concerning, most direct and most realistic interest issues of the masses, as well as the most difficult, most worrisome and most urgent practical problems.

 

　　 Xi Jinping stressed that we must always attach great importance to improving the quality of workers and cultivate a vast, high-quality workforce. Raising the overall civic and cultural quality of the entire nation, including the broad masses of workers, is a long-term plan for national development. We should thoroughly implement the strategies of rejuvenating the country through science and education, strengthening the country with talent, and driving development through innovation; treat improving the overall quality of the workforce as a strategic task and earnestly implement worker quality-building projects to promote the formation of a vast knowledge-based, skilled and innovative workforce. We should carry out education on the ideals and convictions of socialism with Chinese characteristics, build a healthy, civilized and uplifting worker culture, broaden the growth and success space for the broad masses of workers, and continuously improve moral qualities and scientific and cultural literacy.

　　 Xi Jinping pointed out that China's working class is the Party's most solid and reliable class foundation. In contemporary China, the working class and the broad masses of workers have always been the fundamental force driving our country's economic and social development and maintaining social stability and unity. Party committees and governments at all levels should implement the fundamental policy of relying wholeheartedly on the working class across economic, political, cultural, social and ecological civilization construction as well as Party building, apply it in the formulation of Party and state policies and throughout the process of promoting work, and reflect it in every link of enterprise production and operation.

　　 Xi Jinping emphasized that trade unions serve as a bridge and link between the Party and the broad masses of workers, and that trade union work is an important component of the Party’s mass organization work and mass work, as well as a routine and foundational task in the Party’s governance of the country. Under the new circumstances, trade union work must be strengthened, not weakened; it must be continuously improved and enhanced, not allowed to stagnate. Trade union organizations at all levels and the vast ranks of trade union officials must unswervingly follow the path of trade union development with Chinese characteristics, steadfastly uphold the fine tradition of consciously accepting the leadership of the Party, consciously apply the spirit of reform in planning and advancing trade union work, focus their efforts on the broadest ranks of ordinary workers, and lead hundreds of millions of workers in unswervingly following the Party. Party committees at all levels must strengthen and improve their leadership over trade unions, give full play to the role of trade union organizations, promptly study and resolve major issues in trade union work, show warm concern for, set high standards for, and attach great importance to the training of trade union officials, and create more favorable conditions for trade union work.

　　 While presiding over the conference, Premier Li Keqiang stated that we must thoroughly study the spirit of General Secretary Xi Jinping’s important speech, follow the strategic layout of the “Four Comprehensives,” and make concerted efforts to promote sustained and healthy economic and social development, advance reform and opening up, and unleash the innovative and creative potential of the entire society as well as market vitality.
