On the afternoon of July 13, 2018, an emergency rescue drill for earthquake-related disasters in the gas industry of Xishuangbanna Prefecture and for Xishuangbanna Petrochemical Group Co., Ltd. was conducted at the liquefied petroleum gas storage and distribution station. Leaders from the Prefectural Housing and Urban–Rural Development Bureau, the Jinghong Municipal Housing and Urban–Rural Development Bureau, member units of the Prefectural Gas Association, the Management Committee of Mengyang Farm, the Traffic Safety Center of Mengyang Town, Manka Village of Mengyang Town, and other relevant organizations attended the event and observed the drill.
Xishuangbanna Yi Dejun, Deputy Director of the State Housing and Urban–Rural Development Bureau, declared the drill officially underway. The opening ceremony of the drill was hosted by the Deputy General Manager of Xishuangbanna Petrochemical Group, Lin Gang, President of the Xishuangbanna Gas Association Host 。
The scenario for this drill is a simulated magnitude-6.0 earthquake in our prefecture, with a focal depth of 10 kilometers. The earthquake results in significant casualties and property damage: power and communications services in Mengyang Town are disrupted, and the Xishuangbanna Petrochemical Liquefied Petroleum Gas Storage and Distribution Station suffers severe damage, including ruptured gas transmission pipelines in the LPG storage tank area, toppled storage tanks, power outages, and injuries to some employees. Furthermore, the storage tank area, production workshops, and the multi-purpose building have become structurally unstable after the quake and can no longer be used safely.
The drill covers emergency command, emergency support, earthquake evacuation, emergency response to liquefied petroleum gas leaks, self-rescue and mutual assistance, medical first aid, security and traffic control, and other related subjects.

Activate the emergency response plan for accidents at the storage and distribution station ↓↓↓
Upon discovering that a storage tank had toppled over, resulting in a large-scale liquefied petroleum gas leak, Station Manager Chen Suozhu immediately ordered the activation of the storage and distribution station’s emergency response plan, and all emergency response teams promptly commenced operations.
Emergency Response Team: Immediately don protective clothing, put on a positive-pressure respirator, and swiftly proceed to the tank farm carrying specialized leak-stopping tools. First, close all pipeline valves on the tank being emptied; then close all valves on the other tanks, and proceed with leak containment.
Investigation and Inspection Team: Put on the gas mask immediately, Enter the production area with a handheld portable flammable gas concentration detector and conduct on-site detection of liquefied petroleum gas concentrations for leaks.
Alert Team: Immediately set up warning tape at the workshop entrance and establish a security cordon.
Evacuation Team: Immediately sound the evacuation alarm and evacuate all personnel to a safe area.
After the earthquake subsided, fire trucks arrived, and firefighters promptly deployed fire hoses to spray water directly at the storage tank.
After the drill concludes, Deputy General Manager of Xishuangbanna Petrochemical Group, Lin Gang, President of the Xishuangbanna Gas Association, provided commentary on this drill. Xishuangbanna Yi Dejun, Deputy Director of the State Housing and Urban–Rural Development Bureau, delivered a concluding speech. The drill achieved the intended objectives and was a complete success.
During this drill, all local earthquake emergency rescue teams efficiently completed the designated exercise scenarios. The entire exercise was highly realistic and closely aligned with actual emergency response situations, seamlessly integrating the earthquake emergency plan with the liquefied petroleum gas leak emergency plan. Departments worked in close coordination and collaborative synergy, ensuring a scientific, rapid, and effective response. The drill assessed our prefecture’s capacity for emergency response to earthquake-related disasters in the gas industry, as well as the interagency coordination and joint operational capabilities of relevant departments; it also strengthened the response teams, accumulated practical experience in real-world rescue operations, and served as a model and demonstration for earthquake prevention and disaster reduction drills.
