On October 25, the Theoretical Study Center of Xishuangbanna Petrochemical Group held a special meeting to thoroughly study the Communiqué of the Fourth Plenary Session of the 18th CPC Central Committee, carefully grasp the spirit of the session, engage in lively discussions on the new concept of governing the country according to law, and express confidence in studying the law, understanding the law, applying the law, and abiding by the law.

 

The study session was conducted through reading the original text, reviewing thematic reports, and sharing personal insights, enabling a comprehensive and in-depth study of the full text of the Communiqué of the Fourth Plenary Session of the 18th CPC Central Committee.

 

Following the study session, Liu Tianwei, Chairman of the Group Company, shared his insights in light of the Group’s actual circumstances. First, the Fourth Plenary Session of the 18th CPC Central Committee marked the first time the Party has devoted a central plenary session to the systematic study of governing the country according to law, fully demonstrating that our Party has elevated the building of the rule of law to an unprecedented level. Second, it is essential to correctly recognize the profound impact of governing the country according to law on enterprise development: the Fourth Plenary Session has created a fairer competitive environment and a more conducive rule-of-law environment for enterprises, while also ensuring that legal oversight and regulation of enterprises will become more standardized. Enterprises are both key implementers of laws and regulations and important builders of a society under the rule of law. As one of the “Top 100 Private Enterprises in Yunnan Province,” Xishuangbanna Petrochemical Group must set a positive example and lead by example in the construction of a country under the rule of law, thereby achieving law-based corporate governance. Third, law-based corporate governance must be effectively implemented at every level and among every employee; we must foster a strong rule-of-law mindset, institutionalize law-based governance as a regular practice, and establish a robust mechanism for preventing legal risks. In this way, as Xishuangbanna Petrochemical Group embarks on its journey of leapfrog development, it will gradually explore and develop a rule-of-law system that is well-suited to its own conditions and distinctly characterized.
