Alcohol-based fuels are high-cleanliness, novel liquid fuels primarily made from alcohols such as methanol, produced through a specific manufacturing process and scientifically engineered for optimized modification. They can replace liquefied petroleum gas, kerosene, diesel, and other conventional fuels in kitchen applications at hotels, restaurants, schools, and corporate cafeterias, as well as in various industrial settings.

Bio-alcohol fuel is a newly developed, environmentally friendly biofuel based on alcohol-based fuels. It can be stored, transported, and used at ambient temperature and pressure, eliminating the need for high-pressure steel cylinders; ordinary metal or plastic containers are sufficient for storage.

To promote and standardize the adoption of alcohol-based fuels, China promulgated the national standard for alcohol-based liquid fuels—GB 16663-1996—in 1996. In addition, the national standard for methanol used as vehicle fuel—GB/T 23510-2009—is scheduled to come into effect on December 1, 2009.

On April 11, 2021, the Group established Lübao New Energy Co., Ltd., which is the only legally compliant enterprise in Xishuangbanna Prefecture holding both a “License for the Operation of Hazardous Chemicals” and a “Business License” for alcohol-based fuels. The company’s primary business activities include the processing, storage, sales, distribution, and after-sales service of alcohol-based fuels (methanol diluents). The company’s production base is located at Team No. 8 of the Mengyang Farm in Jinghong City, within the premises of the company’s liquefied gas storage and distribution station, with an annual production capacity of up to 10,000 metric tons. The facility was designed, constructed, and inspected in full compliance with current national laws and regulations as well as those of Yunnan Province.

Xishuangbanna Luba New Energy Co., Ltd. strictly adheres to relevant national industry standards in the configuration of hazardous chemical transport vehicles and has established a comprehensive safety operation system. The company continuously upgrades both the hardware and software infrastructure for methanol diluent, ensuring safety throughout all stages—production, storage, transportation, marketing, and use. In addition, the company has procured safety insurance with a coverage limit of RMB 1 million for all methanol diluent users across the prefecture, thereby effectively safeguarding their life and property as well as their legitimate rights and interests. This initiative has laid a solid foundation for promoting the safe operation and long-term development of the methanol diluent market in our prefecture, while also setting a benchmark for standardized, lawful, and professional management of methanol diluent operations within the region and playing a proactive leading role.
