outline：On July 7, 2016, Xishuangbanna’s first non-public fundraising charitable organization—the Xishuangbanna Tianwei Charitable Foundation—was officially inaugurated at the Xishuangbanna InterContinental Resort.

The meeting was chaired by Liu Nan, a director of the Xishuangbanna Tianwei Charity Foundation.

The Xishuangbanna Tianwei Charity Foundation was established in accordance with the State Regulations on the Administration of Foundations and approved by the Yunnan Provincial Department of Civil Affairs. It was co-founded with a donation of RMB 2 million from Mr. Liu Tianwei and Ms. Zhang Yanhong, the chairpersons of the Xishuangbanna Petrochemical Group.

Zhang Jianwei, Deputy Director of the United Front Work Department of the Xishuangbanna Prefectural Party Committee and Secretary of the Party Leadership Group of the Xishuangbanna Federation of Industry and Commerce, presented the certificate of legal representative to Ms. Zhang Yanhong, Legal Representative of the Xishuangbanna Tianwei Charity Foundation.

Mr. Liu Tianwei, Chairman of the Xishuangbanna Petrochemical Group and the inaugural Chairman of the Xishuangbanna Tianwei Charity Foundation, is the founder of the charity foundation. In an interview with the prefectural television station, he stated: “Charity is a form of social responsibility—a duty and obligation that entrepreneurs owe to society. A harmonious society requires the wealthy to help the poor and those who are capable to assist those in need. In my view, truly responsible individuals should set aside 10% to 20% of their resources as a safety net for societal risks; if you were to give everything away, you might ultimately find yourself without a home. Where there is love, there can be no disaster. We advocate for a harmonious society—what does that mean? It means that the wealthy should help the poor and those who are capable should support those in need. I believe that public welfare is a collective endeavor that requires the participation of everyone. Charity is not the exclusive domain of the wealthy; it belongs to those with a compassionate heart. The amount of money one has is irrelevant; what matters is participation—and, more importantly, the participation of the entire society.” Reflecting on the future of corporate development and charitable philanthropy, Mr. Liu Tianwei said with deep emotion: “Compassion and responsibility go hand in hand, and corporate growth and charity advance together.”

     As early as the beginning of the 1990s, Xishuangbanna Petrochemical Group donated funds to build Menghai Tianwei Primary School, marking the group’s first step in its philanthropic and charitable endeavors. Over the past two decades and more, the group has consistently advanced its compassionate public-service initiatives, funding the construction of Tianwei Primary School, the Tianwei Charity Bridge, Tianwei Road, the Tianwei Cultural Activity Center, and other projects, while also providing financial assistance to more than 100 underprivileged college students to help them complete their studies. From poverty alleviation and relief to educational sponsorship, from emergency rescue and disaster relief to support for persons with disabilities and care for the elderly, and from bridge and road construction to targeted assistance programs, the group has demonstrated its sincere commitment to giving back to society through concrete actions. Since its establishment, the company has donated over RMB 80 million in cash and in-kind contributions to various public-service initiatives.

We will always treat charitable work as our own personal mission, approaching the hardships and needs of vulnerable groups with compassion; addressing the practical concerns they raise with patience; and committing ourselves with unwavering perseverance to the continued development of charity.

Following the establishment of the Xishuangbanna Tianwei Charity Foundation, the Foundation will put in place and refine its internal management structure to ensure standardized operations and enhance oversight and compliance. To date, it has formulated the “Work Regulations of the Xishuangbanna Tianwei Charity Foundation,” the “Job Descriptions for Staff Members of the Xishuangbanna Tianwei Charity Foundation,” and the “Financial Management System of the Xishuangbanna Tianwei Charity Foundation.” At the same time, the Foundation will diligently study the “Regulations on the Administration of Foundations,” the “Articles of Association of the Foundation,” and relevant laws and regulations, actively participate in training programs organized by civil affairs authorities, and continuously improve its operational capabilities and management standards. In addition, the Foundation will establish a dedicated website to leverage digital technologies and innovative management practices, promptly disclose information on its activities to the public, and welcome public oversight.
